How to become partner with steam ?
Hello guys, this is my first time post something on steam, and I hope I'm doing it right.

So I'm trying to sell out steam balance to an end user by creating a set of different amount to my potential customers, how do I contact steam to form a partnership ?

You don't because Steam Wallet is credit tied to your account.

Valve are not going to help you violate their own subscriber agreement. You cannot covert wallet funds into real money or move such things between accounts.

I don't follow, are you asking how to give credit to someone wallet, or asking how to do partial refund to someone?

Like all end user can do is issue a refund, Microtransaction are normally non refundable, unless Dev give support notice first to allow it. Partial refund is not possible AFAIK.

What devs normally do is compensate by giving something else in exchange, that basically it really.

Wait you're asking on how to sell Steam wallet funds? Bud, if you're not a retail that sells gift cards, then there nothing Steam to help you with because they can't, and won't because the end user can directly get the funds loaded on their account Steam wallet itself, no middle men for online purchases of loading Steam wallet, because there zero reason for it.

If you are an established retailer, you will need an EPOS terminal capable of networking external retailers. You'd then have to contact Valve about the possibility of providing the service. I'm still not entirely sure what you mean by your original post but if you are looking to provide wallet funds, this is strictly a non-profit and costly service and the amounts provided to customers are fixed.

Ah, okay this explains why the merchants are still burning money to keep the traffic coming. I think you're right since they do promotion as well like 5 USD steam credit can be purchased like 4.5 USD

There are still players who don't have credit card and still wants to purchase games out there, that's why merchants are having this idea to sell steam credit.

If I understood you correctly, you want to directly sell "Steam Credits" in your account to other people for real cash? That's not possible.

Which merchant or site does this? Maybe you meant like Steam Wallet Codes, in which case, you probably need to become an official retailer.

You don't get it. You are not allowed to trade wallet funds. They a nothing more than store credit. Valve isn't about to change that.

And that why gift card exist... Retailers order gift cards from Steam, to sell to people that either lacks credit card/bank, or wished to gift to others, hence gift card.

There is no Steam wallet transferring to another account, and Steam will not tolerate if you're selling gift wallet funds, or selling gifted games via Steam store as that be against terms of service, hence why retail, and gift cards exist.

For starters, you need to be a business. Are you ready to file the necessary paperwork to start one?

Do you have an actual register business retail store/shop location? Please note selling gift card online is completely pointless, hence they can just buy from Steam directly themselves.

Contact support, and they give you information how to become one.
Steam help section > my account > data related to my account > scroll down to the bottom click on contact support.
