from 100% CPU usage to pc doing other things then try connections, same as VPN and wifi in top of this that extend the lag as gamers call it, its know as latency in network, this is from you through all isp and there partners and steam in other end and then back through ISP then you.
why i wrote this then its common knowledge for experience user, problem is who said all know such.
this is why WiFi and VPN and check for network Drivers in top of this, and QoS and other app some pc has as network mnagement or ip traffic app can cause issue, then multi pc is take all network connections, so other cant get through, there so many what if this and that here,
do have right contry and time in sync on system clock, why because steam is a global communications and try nearest steam server near you as most work, i did not say its best if congested with many on the lines through the ISP and why other path to other location can be better, and why you keep it to yourself, if all go to same place then you wont solve own problem.
well this is basic, assume no other issue
do google netsh winsock reset, not the first time addaware has change system configuration.
test with other spare pc or friends laptop, this is know as faulty finding, and can help you test and figure out is it me on main pc that has a issue or from router/switch/cable and ISP or steam ports not open somehow , see steam network trouble shooting guide.
also dont forget own ISP SMS service on planned work notification, can save you alot of time in know they upgrade or fix ISP own infrastucture.

do know the diffrence in "Internet Connection Issues" and steam no network connection, they are not the same.
