You should never use that for gaming unless you dont have a dedicated GPU.
Since you have a 3050Ti you should use that for gaming so the memory dedicated to the Intel UHD is irrelevant.
Make sure you set your power and 3d settings to "maximum performance" in the NVIDIA Control Center so that the 3050Ti is used in games and not the much weaker Intel UHD graphics.
If this is a desktop, make sure your monitor cable is plugged into the graphic card in the back and NOT the motherboard because then you can only use the integrated graphics on the CPU.
If this is a laptop, make sure you try playing while plugged in, many laptops try to save power and switch to integrated graphics when in portable mode.
The 3050 ti has 4GB of memory.

Depending on specific details about what's using the card, slightly less than 4GB (3.8GB) may be addressable. After all other programs, your Windows UI may have a little bit allocated which could leave less visible to the game.
While the 3050 ti may be able to use system memory to backfill any shortfall, system memory is quite a bit slower so the performance is going to be sub-par. The GPU/drivers should be able to handle it automatically though. You shouldn't need to manually intervene to allocate more memory. You shouldn't do it so you feel better about the numbers you're seeing.
