What results do you get on a speedtest website?

Steam shows MB MegaBytes
8 bits per byte
so your 19mb /8 = 2.37MegaBytes
To save confusion between units change Steam so it shows in mb like speedtest does
Steam > Settings > Downloads > Display downloads rates in bits per second

But... In your case I think you had your download display switched to displaying download rates in bits per second instead of bytes per second since it doesn't seem like you should be getting over 10 MB/s with 19 Mbps.
I just checked my settings, and I have 'Display download rates in bits per second' off, so I don't know..
