1. select controller and then select "hide". That should do it, honestly. Previously, we had to manually do it, I think, 3 months ago with this same issue, by editing the config.vdf file and creating or editing the controller_blacklist. When I tried to do it this time, it just messed up the controller and CREATED a white light where there was none.
2. If need be, make sure you have playstation support and all that other stuff unchecked in general controller settings.
3. If need be, make sure you have steam input disabled.
I will tintingaroo! I'm kind of an idiot and I'm not understanding the minimal requirements for setting up the environment. I'm going to give this a shot today though and see how it goes.

I did the rest of the your instructions including using the video for the chord configuration.
Initially, this did not work, and I had the white light come on my PS5 controller. Then I enabled playstation support in steam (the device is unhidden as you said it works better unhidden).
Now it seems to work perfectly! Man this is annoying but huge kudos to you for this post!!!!!
Some Steam/SDL2 stuff, a touch of GitHub & Visual Studio, plus a bit of Windows and Linux...
This was the exact problem I had and the fix worked. I don't know how or why it happened perhaps I did something to "unhide" it or there are some keyboard shortcut I hit or some combo of buttons on my PS4.
Anyway much obliged!
Anyone curios I would describe my issue as:
Steam took over one of my two controllers, the light blue light on the PS4 controller is normal, it changed ONE of them to DEEP BLUE, and it stopped working on Rocket League but was recognized and useable in BigPicture (which is annoying in iteslf).
So the solution above, to HIDE the controller in STEAM, worked.
The controller connects just fine to both my PC and laptop via bluetooth, but WITHOUT opening the steam app. The controller disconnects from the device immediately right after i open the steam app, even when i havent logged in, and cannot be reconnected at all unless i hard reset the controller. it seems the steam app force the controller to disconnect!
The problem is not with the controller because i still can use it playing any other game outside steam. Also not with the bluetooth dongle too cuz i even buy a new one!
Heres why: at first i didnt face this problem on my laptop, but only on my PC. Then i realised that the only thing different is the software update. The settings are all exactly the same. I hadn't updated the steam app on my laptop. I got curious so i updated it, and boom! the problem appeared on it aswell :(
has anyone found another way to fix this? i already tried the system environment workaround and the controller blacklist. already tried updating driver and etc too.

I opt out of steam beta and and erased 'RUMBLE' from the system environment variable and it works! thankyouu tintingaroo.. i almost buy a new controller hahahah u saved me :")
p.s i enabled the ps4 configuration and unhide the controller with this method
