Report a translation problem
If you played Division 2 then it was on UPLAY and you added it to your Steam library as a "non Steam game".
Ogami seems to have found the reason for your problem while I was typing. I'm leaving my post in case there was more games you were missing.

Check what the "account name" is on the purchase confirmation email.
Is it exactly the same as you use to login to your account?
The most common reason for your problem is to have the game on another (maybe forgotten) account.
If the account name in the purchase email really is the one you login to your current account with, then keep reading.
Games bought from steam will always be listed here:
https://store.steampowered.com/account/history/
This is true even if you for some reason decides to "permanently remove" the game from your account.
Games activated on steam, but bought elsewhere, will normally be listed here:
https://store.steampowered.com/account/licenses/
However, if you "permanently remove" a game from your accoun then it will also disappear from the license list. (yes, that's pretty stupid, but that's the way it is)
In both cases you can restore removed games to your account via Steam support:
https://help.steampowered.com/en/
At the botton of the page is a search box, where you can search for the removed game.
When found, click it.
You should then see a number of options, one of which is "It's not in my library". Click that, and follow instructions.
