How to get in touch with the non-existent Steam support
My son was scammed by a Russian so he lost control of his account.
Now that person has turned off the Guard function and changed the e-mail address on the account.
With this, you cannot restore anything on that Steam account as it has received a new email address linked to it.
The only people who can help me are then Steam themselves, but there is not a single email address, phone number or similar that you can send a case through to recover the account, it is a big black hole without help when you go through their page https://help.steampowered.com/, because there is not a single solution for this there, the solution that they say cannot be carried out as the person has changed the password and email......

So don't post the answer https://help.steampowered.com/ for this thread because that answer is like banging your head against the wall all the time, doesn't help at all as there is no answer on that page for this.

Account Recovery
Make sure you are completely logged out of Steam before you start the recovery process

The links https://help.steampowered.com/en/wizard/HelpWithAccountStolen and https://support.steampowered.com/kb_article.php?ref=2347-qdfn-4366 is useless regarding this question, they have no solution for this problem.

Followed the instruction "How to recover your account" and here is the result.

Went into the E-mail and clicked on the link "use this account specific recovery link".
So now the account is looked atleast.

Clicked on "Recover my account"

Clicked on "I'm secured, help me reset my password and recover my account".

Then these 2 choices showed up.
- Email an account verification code to B***************@b*.r* (the other persons email)
- I no longer have access to this email adress

Clicked on "I no longer have access to this email adress.

I get to the site "Verify password"

Click on "I forgot my password"

Get to a site called Unlock account, not as in the instruction.
It reads "Sign in to your Steam account to review purchases, account status, and get personalized help. " and have these 2 choices
- Sign in to Steam
- Help. I can't sign in
Below it says
The account 'XXXXXXXXXXXX' has already been self-locked. You can't lock this account again at this time.

What now?
If I press sign in so do it want me to sign in, but I dont have the password because the person that stole it changed that....
If I press "Help, I canät sign in" so do I get 4 choices
- I forgot my Steam Account name and password. No I have the name but not the changed password, and I can't get it because it gets sent to the email adress for the person that have stolen the account.
- My Steam Account was stolen and i need help recovering it, this should be the one. Then I get to the site https://help.steampowered.com/en/wizard/HelpWithAccountStolen that say nothing about how do I get it back. Because it needs me to have the email that is right now in the account and he have changed that, so can't use this one.
- I am not recieving a Steam Guard code, can't use this one because he turned of the Steam Guard for the account.
- I deleted or lost my Steam Guard Mobile Authenticator, no it is still on my sons mobile.

So I am stuck, how to proceed so I can get the account back.
Can't do it without help from Steam.

I have the Mobile number that was connected to the account, I have the credit card number and name of owner if needed because it is me.....

So I have all proof for the account, but can't get it back without help....

In the instruction for How to recover your account you have the information the "Make sure to write down the unlock code, you will need it to unlock your account later."
Can never get to that page because I CAN'T LOG IN TO IT. He changed the password, you get it if you sign in, one more reason why I need help from Steam support that you can't contact.

At the site https://help.steampowered.com/en/wizard/HelpWithAccountStolen you have Recover my account in the bottom, where you have the choice Reset my password.
Where they want me to Enter your email address or phone number, but he has changed these in the account, so it can't find the Account....

I never get the chance to see the page Step 7: Contact Steam Support with proof of ownership where you should be able to put in errands to Steam support, vould be nice with a direct link to this when you can't go the other ways when they have changed the password, e-mail adress and phonenumber.

Start over but do it in a browser where you are not already logged into a Steam account.

and dont try speeding thru the process, read what is asked for, dont read and assume anything. everyone that has recovered their account has gone thru that very link for account recovery. it works, but you have to try and be calm about it, not panicked and/or hurried.

when it asked for reset your password, it has a button that says "I dont have access to " and you can then search for the account by its account name (not the profile name)
