Have you tried limiting your download speed? Steam can rather aggressively hog the bandwidth.
so whatever is going on between you and maybe into own ISP is the problem.
this is from Netcard driver to router and its software and yes even cable or pc ( anything that dont work as it should. )
proof is 3minute disconnect from internet and then network is back. ( tecknician know this as poisen reversed ) some use word like line termination or shootdown for problem on the connections, i guess it depend on how old info on the subject you read it.
you might connect to steam, but its the network protocol that see things not work as it should.
ask own ISP they should know this and might help you, normal they dont like such interruptions of standard network traffic. as i said normaly ISP help but sametime not with user own hardware only the line to it.
