If I buy a game then move to a country where it's banned, can I still play it?

I'm currently in university abroad but plan to spend my vacation back in my home country. I recently learned that Dragon's Dogma: Dark Arisen is banned there. Would I be able to play it since it's in my library?

if i buy from 3rd party reseller like humblebundle can i play after 90 days within another region
