Steam is using a version of Chrome based on CEF Chrome Embedded Framework. But because of some limitations in regards to security with that, Google has elected to disable login functionality for applications using CEF.
So until Valve moves off CEF, or makes updates per Google's guidelines. Or changes occur within CEF to make it more secure. The workaround is to use your normal browser.

It's been a couple of years and it seems like Valve is not very concerned with the limitation. I don't think Valve's intent is to give users a fully featured web browser, it's a quick and dirty convenience they elected not to disable. Any limitations you experience is just a reminder to use a proper browser.
Thanks, but I just want to use the Steam browser. It's integrated into the game itself/Big Picture Mode, and I can't easily use Alt+Tab on a controller.
If you figure something out I'm all ears, I like a good bit of cleverness. But as it stands it doesn't seem like there's much in the way of options to get what you want.
