On to the troubleshooting.
Mouse control not working with games on the Deck hasn't been widely covered because it's not a problem that many people have. Typically, it works just fine. There may be something specific to your mouse or your powered dock that's hindering your ability to play with a mouse.
The official Steam Deck dock isn't out yet, and will make connecting peripherals much easier. Mileage can vary with third party solutions. You could try a different mouse, or more likely a different powered USB C hub to solve the problem. You can also use a Bluetooth mouse and keyboard, which works beautifully thanks to the Deck's completely unrestricted Bluetooth 5.0 support.
For a dock, if you don't want to wait for Valve's official one, you might try the Jsaux Steam Deck Dock[www.pcgamesn.com]. It's designed with the Steam Deck specifically in mind, ensuring perfect compatibility and proper power delivery. It's about $40.
