the market restriction is likely the you must have a purchase between 7 days and 365 days. You'd need to have purchased something on the store and wait 7 days. as the account was created July 12 you'd need to wait till July 19. Unless you know the exact time it'd be easier to just wait until 20th
With that out of the way, have you considered waiting? Assuming you are having a cool down right now as you claim, have you considered waiting out that cool down and proceeding with trading for/buying cards when the cool down is over?
With this, its required to have the mobile authenticator app activated. for 2 examples. Trading and buying something off the community market.
I've already tried checking the steam market and i promise you its keeping me on a hold over purchasing items. And as far as waiting goes, i will probably have to. I'm just trying to avoid it that's all.
And non-F2P games should be obvious.
