Yes, but you must use an outside payment method. Funds that are already in your wallet can't be sent to others.

Also some countries are currently restricted from receiving digital gift cards.
Mainly Argentina and Turkey.

Physical Gift cards you get from stores, are region restricted. Also do not bought gift cards from online retailers, they're also region restricted.

If you want to gift someone wallet funds that from another country on Steam, you need to do it via Steam using external payment methods, such as bank transfer, credit card, or etc... Visit Steam main store, you see gift card logo on left side, and should take you to gift fund page select the amount you wish to gift, select friend, and at checkout choose your payment method. Please note you can't use existing wallet funds you have, and you must be friends with the person for three days / 72 hours in order to gift funds.

Just in case, as some people don't know, and falls for scams online, if anyone demanding funds from you, or trying to scare you to give them money, it's a scam, and shouldn't do it at all. Also if anyone said they gift you a game, in exchange for you gifting them funds, that also a scam, as they can charge back on steam, which cause game to
be revoked from you, so be aware of scammers online.
