The Steam bug switches the controller away from DirectInput/RawInput etc mode (where, I'd say, most games that natively support the controller want it) and into PlayStation/DualSense protocol mode. A workaround is to hide the controller from Steam. You can use the Steam function to hide it but it will result in the controller not being usable in the Steam client (games will be fine).
1. Steam > Settings > Controller > General Controller Settings
2. Highlight your controller and press the Options button (this adds it to Steam's blacklist)
3. Disconnect then reconnect the controller. Steam should be showing 'No Controllers Detected' (or at least, should not be showing your DualSense).
To undo this action, select the 'UNHIDE DEVICES' button

An alternative option that will get you a usable PS controller in Steam: HIDHide and DS4Windows.
