something tells me that your computer has too many programs running in the background running their background tasks.
kindly open task manager
i) go to startup tab
ii) disable majority of the items there
CPU : AMD Ryzen 7 3800x (3.9GHz)
GPU : NVIDIA GeForce RTX 2070 SUPER
OS : Windows 10 Pro 64 bit
I have almost nothing installed right now so the cpu/ram usage is almost nothing and he keeps freezing anyway. I have zero problems with any other apps (battlenet, epic etc) The games on steam themself can run, but everytime the steam app go not responding, my game freeze so it's almost unplayable
Steam will just go not responding for 5 seconds or so even whilst idle on the library. When this happens whilst in game the game will not respond. Happens for all games.
The game issue is typical own AV app or should i say Ransomware that now need folder access to Document and thats why even old game that use to work before ransomware happend now got folder access issue.
And if im reading this right OP has startup client only issue. the client itself.
if OP need to change explanation then do so.

Did you make fresh install of GPU Driver , not what windows update gave you.
nvida custom install with check box "make a clean insatllation"
same with AMD chipset Driver, did you actual update the pc. from AMD support place.
or AMD brand board supoort or Brand pc name support.
It's the steam client itself as you said. I did updated these drivers manually, i checked for the drivers of every pieces of hardware. I formated completely the pc. Runned as admin. Empty every caches possible. Turned off VPN. Did everything in the youtube video about this issue etc. I think it's something to do with their last update, the timeline would fit.
I do get eventviewer logs for when Dota freezes but not for steam.exe:

I have done a fresh install of windows and getting the same issue now, have installed steam to a different drive as well as using the beta client and still have the same issue. Gpu drivers have been freshly installed as well as reseating all of my equipment.
As one of the posters above mentions this problem has occurred previously and appears to have been fixed but now has returned.
I've updated all drivers (mobo, GPU, etc.)m reinstalled steam, rolled back my nvidia drivers, disabled MPO in the registry.
only recent changes I've made to Windows was enabling Hyper-V (have since disabled on the off chance it was causing issues)
