The windows update stopped steam from starting for me too and all I had to do was restart again.
If that doesn't work, run the steam installer again it won't need to reinstall your games though it might ask what directory they are in.
If it a build, then yes your stuff been moved, can thank Microsoft for that, you want to look under Windows.old folder, and move the steam folder out of there to the correct location, and that fix your problem, as shortcuts only know where it was told to look.
