account hacked email changed without accses?

my account had been accsessed and the email was changed and every time i go to unlock the account i cant because the hacker locked the account before i could he changed the password and email i have no accses i have accsess to the email that was origionally used but not the one he replaced it with

1) Stop using scam sites like the one in your name.
2) Recover your account.

3)Once you recover your account, follow all the steps.

Deauthorize all devices https://store.steampowered.com/twofactor/manage
Change your password on a secure device.
Generate new back up codes. https://store.steampowered.com/twofactor/manage
Revoke the api key https://steamcommunity.com/dev/apikey

A real support representative will respond to your request if you contact steam support. But again, you have to follow the account recovery guide that was provided to you by my new friend.
