The DLC was not sharable at release.
I thought it was wrong setting from publisher, so I've reported and communicated several email.
Then later, they changed to shareable.
The games are shareable and i can install them and play them, but once we go offline it stops, previously i can see games, i can install games and i can play games, but once i'm not sure, but once he goes offline, i cannot see the games at all and the ones i have installed and tried it simply says "purchase"
Yes i know library can be used one at a time, but does the other person needs to be online all the time in order the second one to play or what? And i am pretty sure that he was offline and not playing, so this is why its weird and is there any way to fix this? Plus i don't get a message that the games are already in use, plus we communicate well logically and he wasn't offline only in Steam's IM.
And one other thing he didn't log in into my PC with his account, and i'm wondering, if that can be it? Does he need to allow access on my device also or one device is enough?
How do you know they were not playing if they were offline? Like, have you called them and asked? Were you standing behind them? How can you know someone's not playing when they don't display whether they're playing or not?

I mean: the owner of a library has to share the borrower's account on the machine the borrower's going to use the library on.

I don't think i'm fully understanding whats the issue here, but i logged into his PC with my account and gave the authorization for his library on my PC, when he opens his account and goes to settings he can see my Desktop name and that its checked
No, lets make it simple one thing is that i logged into my Steam account on his PC in order to play his games, is this procedure correct? Or does he needs to log into his account on my PC to allow me to play his games?
