Could use charge your PayPal account and then use that PayPal credit to buy stuff on Steam?

The Central Bank in my country (Bangladesh Bank). Sadly PayPal also does not operate in here.
Looks like it's not about the number of "banks in the country", the directive seems to be from the Central Bank, the governing authority of all local banks!

I'm guessing Bangladesh doesn't want to do business with Steam.
yeah, you got that right! but not a diff issue as i mentioned in the title, the central govt bank blacklisted steam, so local banks can't do anything.
and it's not about steam! the govt trying to stop spending on gaming overall here.

yeah sorry, i guess i forgot to mention in bracket that Bangladesh Bank is the central bank. i assumed with the country name in frount would make it clear, but of course i understand it might not be so obvious!
my bank is a local one of course (although very prominent, especially for handling int'l transactions), and i didn't mention the name of my bank here cause it's irrelavant. I absolutely understand the confusion here!
thanks! i was able to find an online shop and did so, much appriciate the help!
The only option left for us is pay high price than actual dollar rate to third party vendors to get gift card from them which is very frustrating as they charge way higher than actual dollar rate which not everyone can afford
we are not support here, this is user forum we have no knowledge why things is at they are.
and i stick to steam old Forum policy, they most have had a trade disputed, this is the logic side of it,
