Go to Steam top left settings>library manager libray folder add new library folder on E drive.
I moved my game installation files to the USB drive Steam Library and make it default.

ths point is you either have to accept this new way or keep get issue with securiry and who know what happend later if Security rise its level again in Program files folder. ( still your problem to deal with it, as user ) no game devs or steam even will touch or suggest user own choise. ) and in a few year noone care if you block own game.
message might not be clear to you, because you did not know better, but many that know how things work from when ransomware happend this is the new solution as steam default ways.

dont forget its 20 years old knowledge notr sure any will explan such anymore, dont install games there unless they already have issue with securiy.

Do this, rename Steamlibrary folder add -old like so Steamlibrary-old. Now launch Steam, Steam will think folder gone, add new folder to location want it, and shutdown steam don't want it running, delete new folder, and place the Steamlibrary-old in it place, then rename it back to Steamlibrary, and launch Steam.
