Do not enter any search terms.
That will pull up a list of all products in the store.
On the right, under "narrow by price" tick the box for "Special Offers", and use the drop-down menu at the top pf the list to toggle down to "Lowest Price".
The list will arrange by price, which may include games that are free for a limited time, or are less than 90% off, but most will be in order of 90(+)% off, with the prices increasing and discounts decreasing as you scroll down.
It isn't perfect- far from it. But it will give you an ordered list with highest discounts/lowest prices.
That's the only way I know to have the list sort by discount ("Special Offers" should only populate games that are on sale or limited time freebies).
Grab some coffee or tea and get ready to scroll for days- the list will be long one.
