Good news: you don't need to top up your Steam wallet! You can buy on the Steam store directly.
I have spent over £5000 over the years I have just not currently bought anything for a year so need to buy one game or dlc etc to use the market place but everytime I click on a link for a game under £0.17 it takes me back to the home page
When you go to the store then sort by cheapest when I click on the games it just goes back to the store page instead of the page that lets you buy the game
https://store.steampowered.com/search/?sort_by=Price_ASC&maxprice=4
There are only 2 games that my wallet can currently afford and both of them go back to the store page all I want to do is buy anything to be able to use the market place again where I can sell off my items and buy some games I want to play
You could also check in-game stores of games you have. Those count as well AFAIR.
