While you could be a bit more explicit, I'll guess that you want to buy something to obtain market access.
Good news: you don't need to top up your Steam wallet! You can buy on the Steam store directly.

That depends on what block we're talking about and the OP is being rather secretive.

I have spent over £5000 over the years I have just not currently bought anything for a year so need to buy one game or dlc etc to use the market place but everytime I click on a link for a game under £0.17 it takes me back to the home page

When you go to the store then sort by cheapest when I click on the games it just goes back to the store page instead of the page that lets you buy the game

That links gives me a page or two (or more, haven't looked) of free games. Anyway, have you tried a couple games more? Some of games links leading to the store page by the merit of the games being delisted ain't news.

There are only 2 games that my wallet can currently afford and both of them go back to the store page all I want to do is buy anything to be able to use the market place again where I can sell off my items and buy some games I want to play

Try another game. It is entirely possible that the two you tried showcase the behaviour I explained. A sample size of 2 is rather small, actually (unless you're talking planes, spacecrafts & medical equipment).
You could also check in-game stores of games you have. Those count as well AFAIR.
