I can play Tekken 7 with controller, but I can't play One Piece Pirate Warriors 4 with controller

I already try to Steam > Setting > Controller > General Control Settings, but it says "No Controllers Detected." But I can play Tekken 7 without any problems. Not only in One Piece Pirate Warriors 4, other games like Dragon Ball Fighter Z, etc, my controller didn't work. Anyone can help with this? Thank you.
