Can I upload CS:GO Weapon Skins for free?

I was making a a skin for CS:GO because I wanted to try it out, but the skin I uploaded is only a test skin, and I want to make it free, I don't want to have it cost money. So if there is a way I can upload it for free I would like to know, if not, I might just add billing info.

You upload for free but the skins aren't free without it being in a case, dropped in game, traded for or purchased on the Market.
If the skin is picked to be used in a case, it will not be free. You must submit billing info.
