I just want to remove the game from my history. I deleted it and can't get rid of it.
Really weird stance for Steam to take. Like they're trying to shame people for no good reason.
I mean you're using the refund system for a function that wasn't intended for it. Hence, abuse.
On the "Help" menu in the top left corner of the Steam client, choose "Steam support".

Scroll down to the bottom of the page. There you see a big "Search" text box.
Fill in the title of the game, and hit return.
It should now have found the game, and you should click it.
Now there should be a number of buttons, one of them named "The game is not in my library". Click that.
Follow instructions.
