After downloading a save file from Steam Cloud, what do I do with it?
I just downloaded a save file from steam cloud and at first I thought I just move it into the save file location for the respective game, but the name of the file I downloaded is completely different from the save files I already have for the game. Am I suppose to extract it or something? What do I do?

How and why did you manually download a save "from the Steam cloud"?

But you're not supposed to download them in that way. Read this article instead:

I've already been to that page, that is where I downloaded the save files from. What do you mean by "you're not supposed to download them in that way?" and I read the entire article but I still don't know what to do.

Steam Cloud saves are automatic. You do not need to do anything.

Now, if you need a specific save and move it elsewhere, or vice versa, you would need to locate the save folder where the local or Cloud saves are stored. This varies between games.

If the names are completely different, even the suffix, then you are doing something wrong. You may be better off posting this question in the game forum instead on the general Steam forums, as we do not even know which game it is.

You're of course supposed to do that, if you want to download those files. It's fine to do that, if you need to do that.

But I don't have that game that you have, and I don't know what you are supposed to do from the people that told you to do that. All I can tell you is that under normal circumstances, the average user should not do that, unless they have a very specific issue they need help with. It's the developer's responsibility to take care of you, and help you with any issues that they have created after you made your purchase.
