To fix this, you can generate a new list of games by starting your queue by clicking the "Start another queue >>" button on Steam store front page (scroll down a bit to get to it)
Or use this link for the same effect: https://store.steampowered.com/explore/startnew
If that doesn't help, you can also try clicking the "Customize your queue" button on the Discovery Queue page and then "OK", which should generate a new queue for you.
Edit: As Legumious pointed out on post below, the link to start another queue on the Discovery Queue page is not the same.
The https://store.steampowered.com/explore/startnew link is located on the main store page, 8 presses of the Page Down button from the top (for me). The link is there all the time when you're logged in (at the moment). If you do not have a queue, it will start one, if you do have a queue, it will send you to the next game.
The link to start a new queue is NOT on the dedicated Discovery Queue page, and the available options are variable. If Steam thinks you have a queue, there is a direct link to the a game, whether that game is in your queue or not. If you have not started a queue, there is a javascript button that increases the length of your queue to 12 games. So if you're having trouble with the discovery queue, the discovery queue page is not where you'll find solutions.
