It's against the rules to post discord invites in the Steam Community
I've just found out that it is against Steam's rules to post an invite link for a Discord server anywhere in the Steam Community due to it being considered "This post promotes commercial content or contains an advertisement. Commercial content and advertising is not allowed on the Steam Community".

I guess it's time to start mass reporting many game devs and users that also share discord
invite links...

the game developers can post a link to their discord in their game hub.

YOU cannot advertise your discord on the general forums. it is up to that games developer to decide if they will allow others to advertise their discord in their game hub.

Also, it was a Steam support moderator that banned you, not a game developer nor a game hub moderator.
Developers or publishers can post a discord link as long as they are in their game hub.

Advertising is not allowed for normal users.

That's a list though, implying that "User Generated Content" is for covering anything else not already listed. Plus "user" is not defined, a developer could be considered using (a user) of the steam platform, for distributing games.

Developers take feedback from all kinds of sources into account, even though they may not have the time to respond to every post or question.

Game developers are in charge of their own game hubs and have a completely different rule set to go by being a Steamworks partner.

Not gonna lie, I do not understand how that relates at all.
Please don't flame me if this is a dumb question, but do you know if that includes invites over DM?

If you spam unsolicited invites and someone reports you, yes it does. If you are inviting people who are receptive then no one will report you.

because you also violated this rule in Steam Forum Rules and Guidelines

1) Porn, inappropriate or offensive content, warez or leaked content or anything else not safe for work

i look at your screenshot you provide

i notices that you mention "free farts" beside the discord link.
also, if you send "discord links" just to invite players to team up in Competitive mode and play together in CS:GO

it will be accepted.
Keep in mind those rules are for the STEAM forums, developer run forums can have their own rules and be perfectly fine with discord links. Your free to ask them, some even make a sub forum specifically for that type of stuff.

They can, but if no extra rules are listed for the developer run forum then only the original steam forum rules apply.
Also don't forget that this isn't even a real game forum, it was a fake one for a steam/valve ran seasonal event (so the forum itself may actually violate rules regarding fake/misleading related content. Naughty naughty Valve...).
