If you need to self-mic test, then you need to un-mute your Mic for Playback.
Otherwise you won't hear yourself talk. Normally you want that muted.
Make sure the Mic is the default Device and Comms Device in Recording.
Check Windows Mixer too with Steam Client actively running; if Steam is somehow muted, so will all of Steam Voice Chat.
Mixer isnt muting steam, devices are set correctly, self mic test gives no issue in windows sound settings, but in steam it does nothing.
In-game trying to test or use mic does nothing (no sound icon appears, in the settings menu the test option only flickers on and off instantly instead of staying on)
Games like Arma/Dayz series have their own settings in-game.
And set it all up for Push-To-Talk
Im trying on both sides here, in or out of a game both dont work, but in-game the setting itself seems bugged (outside, on cliente, the test mic at least works, even if no sound comes out at all, whereas in-game the test mic option stops itself instantly.)
1. Go to the In-Game Main Menu
2. Click Options > Voice > Uncheck Enable Voice > Click apply and Okay
3. Exit the game
4. Unplug headset/headphone or disable the microphone if using laptop.
5. Open the game back up.
6. Replug/Re-enable the settings/mics.
7. Go back to options to re-enable voice.
Try that and see if it works. I know this might not help you with Steam, but it works for me.
I got it fixed, turns out all I had to do was manually update Windows 10 because even though I had it set to auto-update it didn't do it. Once it was updated my mic worked perfect on everything.
Then it may come down to in-game settings.
For example; games like GTAV, TheDivision... many others, have their own in-game settings. Like you'd find in apps like Skype, Discord, TeamSpeak for example.
