The second account can sell something random for a high price in the market, and you can buy it with your wallet funds. Valve takes a solid chunk out of that though. Plus, not sure if there are any rules which prohibit this.

No, wallet funds cannot be moved or withdrawn to a bank account. Once a Steam Wallet code has been redeemed on an account, the wallet funds are then tied to that account. If you would like to buy another user Steam Wallet funds, please purchase a Steam Wallet code.

But steam will take a nice chunk of the money when you do it thru the market so you will ose some of the money.

Someone just said the same thing. So if the OP don't wanna believe no one that's on him. The OP is that type of person that when someone tries and helps they wanna get mad. Let them do what they want and see how fast they come and cry about the problem that they did didn't work.
