Gift activation issue - game is unavailable in your country
I cannot activate a gift(Beyond Baltic Sea DLC for ETS 2 from Ukraine, I'm in Poland), but there is no information about the limits of the activation area.

I added some additional info
I'm not familiar with region issues, but Poland is in the EU, and Ukraine is not, so that may have something to do with it?

I don't think so, because, as I understand, this problem means that I cannot activate AND play it, but I have a lot of products those I've bought in Ukraine and I can play it. I have a possibility to activate it in Ukraine later, but why I need to wait?

The publisher sets what countries can redeem what games in any particular region. Just because some Ukraine games work in Poland, doesn’t mean all will.

Not some games from Ukraine, but DLCs to the same game
It's likely due to Steam recognizing that you are Ukranian, and your government/oblast has requested Steam block certain games. But Ukraine isn't known for censorship, so it might just be that only people in Poland can play.

That is because Steam have systems in place to stop people bypassing the restrictions to abuse different regions pricing or rules.

Oh and by trying what you just did you gave your "friend" access into your account and could find yourself with more serious issues later.

No, because i use steam Auth and he is my brother, not friend, so i trust him. Second is that due making the order there ARE NO MESSAGES ABOUT RESTRICTIONS. My friend and me, we are not stupid. If there was message, my friend will not place order, because we bought a lot of products as presents in Ukraine

And as i understand, you can easly check that there are no messages not only going to Ukraine, but by changing region of the shop to Ukraine. So what i need to do if it is not my failure (I know that it isn't my failure, or failure of my friend)?

Again my brother doesn't have access to my account, because i use Stewm Guard, and I used my laptop with Team Viewer. And now I'm asking not about banning my account, but about problem
