Report a translation problem
You have to do verify game files. Right click on game > properties > Local files > click on verify integrity of game files, that it. This downloads your missing files, and replaces corrupted files, unless your game too far out of date, it may just redownload the game.

Now if there by chance a severe corrupted file problem, you have to remove said files if know which ones the problem, or have to redownload the game, before redownloading game, uninstall the game, head to where game folder would be installed at, and delete said game folder, so you made sure to rid of the problem files that causing the problem, then you can redownload game.
But the problem is, there aren't any corrupted files. Just a simple one file and Steam refuses to continue downloading the rest of the files. I'm sick of this stubborness and do full game's reinstall every ♥♥♥♥♥♥♥ time! Even I deleted the game's file entirely. Again, same error but only a game file and an empty asset file.
Have you ask in the game forum to see if anyone can give you this file, that you're missing?

Is this on a HDD by chance? Have you tried doing health & error check on it, as well defrag it?
It shows that it's condition fine on CrystalDiskInfo, yet I don't have a single clue, why the hell does game refuses to continue download.
Apperantly now it works, just because I had to move to my second HDD and it works well.
Either VALVe worked badly with the downloads or why it refuses to work on my E hdd.
