Edit: I just realised skyrim is also not in order!! I didn't notice it since I have skyrim hidden form library, but I just checked
From what I can tell, it is not decided by the dev/publisher, but is a general Steam feature, to put games into librarian order..
Not only "The", but also "A" and "An" are ignored in the sorting mechanics, and, for example for german titles, ä, ö and ü are sorted in as ae, oe and ue.
[Edit: Strangely enough, they only do this with english articles. Der/die/das and le/la do not follow the same system.]
Things get more confusing, when you realise, that some other pages, mainly the badges page, are sorted strictly alphabetical.
