gl with contact steam support, you are lucky if other steam user will help you at all, and know you just cry for help they dont need your anger on them.
ps.
old modem ways is dead, steam might have kept max compression on files, that dont explan rest or other things at your pc get outdate or cache is or app clean up on start or exit
test this . start a dl exit it keep doing this every hour or 3 and see how long this self cleaning kick in. ( and why we other dont help you , first we have fiber and dont care, and it still dont explan if you have other windows recovrer free space or app that screw it up.
if you have lesser then 200gb ( maybe even 500gb depend on DL size i bet 100GB is seen as most have 3 times that as work space ) still dont explan OS lack or need of space
someday 500gb free is seen as minium then game go way past 100gb + dlc /collection/ game patch and other game devs change or event. ) still dont count mods and save games in top of this.
atm 200gb is seen as best recommedation, then you go under that you need to be skilled enough to know game can trigger a update or client even , and then your game will be in trouble.
and STOP CAPITAL LETTER'S , see how it make a diffrence.

Yeah sorry about that, It's pissing me off when something happens wrong that I didn't even do to cause it.
Thats because Steam checks the files on the server when you continue and sees that there is a newer version of the game files then the ones that are currently downloading.
So it deletes those files and starts again with the new ones.
Has been that way for years and people have complained about it equally as long.
Only tip i can give, DONT pause downloads for whatever reason, let them run through, especially for games that are newer or very multiplayer focused that tend to get a lot of updates/patches.
I remember of someone mentioning in the forums to disable auto-update while downloading the game.
That really does nothing. Auto Updates just makes the game update by itself when it sees any new files. But if you pause a download and then continue the client will ALWAYS check the server files and if newer ones are there it will start over with those.
You cant prevent that except by not pausing your downloads till they are finished.
In that case it will download the old files and install the game and THEN download and update the new patch files.
I literally don't know dude, I don't know how War Thunder often update the game. But I do know that the past few years, I never had any of this issue. I don't know what's causing this. I set the update in "Update-when-I-launch-it".

Its entirely possible that its something else in your case.
But restarting when a game downloads continues is usually because of a patch.

Also, check the launcher settings. Gaijin is not a nice guy. They steal your bandwidth (always seed and always start with OS startup are default ON settings).
