you don't need access to the email, phone number or password currently tied to the hijacked account for this to work. Just pick the "I do not have access..." or a similar option when asked.

if you still have access to your account (or after getting your account back, or just to be safe)
make sure to do all of these
DO NOT TRADE
many scams try and scare you into trading your items and they get hijacked
1. Scan for malware https://www.malwarebytes.com/
2. Deauthorize all other devices https://store.steampowered.com/twofactor/manage
3. Change passwords from a trusted/clean computer.
4. Generate new backup codes for your Mobile App https://store.steampowered.com/twofactor/manage
5. Revoke the API key https://steamcommunity.com/dev/apikey (there should be nothing in the APIKEY)

Second time you try submitting after error, you just get a "You cannot make another ticket". But how do i know if ticket is submitted despite the CAPCHA issue, i dident get a reciept? I dident get a response.
Have you tried to use a different browser?
on the support page, at the botoom, you can see
"view my steam support requests"
is the ticket active?
Thanks again for replying. I cannot login, that is the whole issue, so no login in to see status either :-/
I had NO reply from steam in this matter, it has been 10 days now
I dont know why they dont take this more seriously, this is a dealbreaker, at least for me bying games in thsi platform, if basic support fails, due to a very simple technical glitch

make sure to follow the guide from the start. lock the account and then slowly go through and read the guide.
at every step there is something along the lines of
"i no longer have access to..."
and then gives an option. eventually you will get to support and they will walk you through what they need to give you back your account
Just a badge spammer. You can ignore them.
