报告翻译问题
In both speedtests the download was really low.
Only in one of them you had a decent upload speed.
Clearly there is something going on with your internet connection, not with Steam.
it always happen when I'm playing the download speed locks to 1mbps and when I'm not playing my download speed is 12mbps
- If yes are that not how you do speed test, as you need to do speed test when not using your bandwidth such as downloading, or steaming anything in background, or else you get bad results.
- If no then need to check your cable, or if doing wifi, check your drivers, because that really bad, as you're getting 12MB! vs 12Mb! <--- lower case b = bits upper case b = Byte. 1 Byte = 8 bits.
forget about the speedtest. my problem is whenever I play something my download speed is on 1MB/s but when I'm not playing or just surfing the net I get the 12MB/s
it seems like you don't understand me. I'm telling you, I'm only having this problem when I'm playing a game on steam.

Now another issue is if you're having a hardware throttling, that means either your storage drive hitting high usage while you play games, your CPU hitting 100%, cpu overheating, or you max your RAM usage, which you can experience freezing, or stuttering problems. Lag, or rubberbanding is something releated to bad connection, or interference.
So I can't see what exactly happening on your end, as this is a forum, I'm only going by info you're providing, and giving you info that can point to what your issue could be to narrow things down.
Then this points to something wrong on your system, either you're hitting a hardware throttling issues, driver issues for your internet connection, or your wifi having problems if using wifi.
