Unable to Download Game

I recently got a code for Drawful 2. I activated the key, but it says, "failed to install (app configuration unavailable)." Under my licenses it says that I own the game now, but I am unable to download it from the store.
I have tried activating the key multiple times and the same error pops up every time. I have reinstalled steam, deleted a file "appinfo.vdf" which was supposed to fix the issue and that did not help. I am unable to get my game downloaded. Any help would be great.

Did you follow all of the steps:

I have no experience with the error or stated fix above but others have said it works, but you'd have to fully exit Steam first before deleting the file.

Yes that was the original post that I saw regarding the error, I tried multiple times: fully shutting down steam, deleting the file listed, reopening Steam, and then trying to claim my key again. That fix doesn't to do anything for me. Unless I am doing it wrong somehow, but I have for sure deleting that file multiple times.
