I dont even know why i have this restriction my steam guard mobile is already enabled a long time ago. I just want to access market sell an item and buy something but unable to do so because of this, can i just redeem the cheapest steam gift card or do i really have to buy something ?

Only Steam store transactions are valid for this requirement.
And if your last purchase was in 2019, then you should have been restricted from the market since 2020.
