I think it is a W11 bug, but I have had Steam through in a few in the past.
As you know, I'm struggling with downloads and installs to W10.
I'd have thought that this stuff should be long gone in the distant past by now, but it seems to get harder (maybe it's just me, brain fog and age?).
you can sort date and install from program and features, and see if other app cause this or is part of it. if that can even give a clue with what.
(ctrl + alt + delete does not work in this state, dunno what caused that to work)
Also, you can litteraly just use the on screen keyboard to figure it out BEFORE you reset your pc :/
