2. Having toyed around with custom sounds myself I can tell that your path is correct, however...
in addition to leaving a .mp3 file where appropriate, you also have to make a .wav copy and place it with the same name at the exact same location. This is because TF2 uses the second format as a fallback, if I recall correctly. I can't remember the exact specifics for what bit rate you should be using for these, although Audacity generally makes tolerable .wav files as long as the Project Rate is set to 44100 Hz.
