You can additionally try to force Steam to run in a specified language.

(1) Navigate to your Steam installation (by default this is located at C:\Program Files\Steam)

(2) Create a short cut; right-click on the new shortcut and go to Properties.

(3) Select the Shortcut tab.

(4) In the Target: field add a space and the launch options...

-language english

Thanks but where is the shortcut tab?

After you've reached the properties, you'll see multiple tabs.

Security, Details, Compatibility, [Shortcut] etc

Click on the shortcut tab.

I don't use Discord.

Check: https://image.ibb.co/dbeVaV/shortcut-tab.png

The shortcut tab has been highligthed there.

You will also see the 'target line', which has my set parameters such as -tcp, -steamos etc.
