Right click the Game in your Library and select View Forum.

If its a Ubisoft account issue then

As Bear alluded, it's an issue with Uplay.

Ensure that the Uplay Client is up-to-date: https://uplay.ubi.com/

If the client is out-dated, it can result in this error - as i have read.
