That's because Steam doesn't allow you to upload videos.
Videos are drawn from YT, thus you must link your account and select your videos.
Unlisted means only those with the URL can see the video, which is optimal for videos like those you upload for Steam (and don't wish to share with the rest of the world.)
On Steam you can then choose visibility options too, like - if it's anyone who spots the video on your profile who can see it, if it's only people on your friendslist who can see the video, or if it's just you who can see the video (and the administrators.)
So, for example. If you wanted to share a YouTube video with only your friends on Steam.
Unlisted videos are only accessible by those that have a link that leads to it.
However, you may not be able to find it in the YT search area(s).
