Report a translation problem
As to the reason why your system is getting a blue screen, the overclock settings are wrong. Most likely being too much or too little voltage. Try a lower clock rate as well.
Does your BIOS show the CPU clock at 3.7GHz?

Have you checked what error the BSOD gives you?
when it temp reaches 90-100c it will throttle
If you still get bluescreens, turn the turbo back on. See the error code you get in the bluescreen.
If I turn on [Prefer Maximum Performance] under Windows' power options, my task manager always reports 4.18 GHz, and 4.2GHz is the i5-7600K's turbo clockfrequency.

Also, OP claimed to have taken off the CMOS battery for more than 30 seconds, which should drive the same business as shorting the Clear CMOS pins or by using BIOS' own reset button, but I guess there's no harm done in trying. Just seems a bit repetitive - is all.
