Chat windows no longer appear

I can't type to anyone outside of a game, i double click someone to bring up a chat window and nothing appears ever, reloaded steam 6 times and rebooted computer still the same issue, the only workaround so far is loading a random game and using the ingame chat, that works but outside of a game it does not work

Maybe try brining up a chat using a different method? If you hover over your friend's name in the "Friends & Chat" box you'll see an arrow on the right-hand side of their name, click that and in the drop-down click "Send Message" and you'll usually be able to send them a message. Also, is the chat not working for just one friend or all of them?

I already tried that method, doesnt work, and all of them
