Gem Maker badge not a thing anymore? (OFFICIAL: NO LONGER OBTAINABLE)

I recently broke down some game emotes, expecting the badge for creating gems would be added to my profile, but it didn't drop. Did Steam discontinue this badge, or is it bugged?

Dude I just found this badge on my friends account he got real damn lucky to get it cause he got it September 24th 2022 just a couple weeks before this post.
