Steam folder won't delete
Ever since installing l4d2, my Steam client won't open, so I can't even check the integrity of game files or anything like that. A solution I've found online is to just uninstall and reinstall, which I did. But upon reinstalling, the drive apparently still has a Steam folder in it, which I tried to delete. It didn't work. I used Admin CMD to manually delete it, and it still didn't work. I booted my PC in Safe Mode and tried to delete it from there, but it still didn't work. Checking the properties, it was on read-only, which really should have been the first thing I checked, but upon unchecking it, it says that every single one of the folders inside my Steam folder was corrupted. What does this mean? How did this happen? Is this is a virus, or something else?

What can I do to delete it so I can have a fresh install?

Windows 11.

Rename it.
Press "Ctrl + Alt + Delete" simultaneously and choose "Task Manager" to open it.
Find Steam Select it and click "End task".
Try to delete the undeletable information once again.

if i was you, why does security or system rights has change, its like win11 doing something diffrent or you did, sense alot of other win11 user dont have a issue with it.

have you change security app or have left over files from win10 that cause this.

and worst part of this is atm only you and yet its seen before other win11 user out of the blue now has a issue , but with what.

ps.
have you set admin rights on steam.exe and forgot it, remove it and see if that now give other issue with steam. ( do not forget steam is windows10, and if system see fiddle with its rights it might give other issue, i have seen other games fail to work then that happend from other steam user post, even some few game refuse to work with compability set, so as you see system and its rights can cause odd issue. )
to say its only that i can not, i can tell you something did it, it dont happend by itself.

most get it to work with fresh OS reset and then reinstall steam, and thats the proof here, and now you get it what did this. ( addware or other things cause issue with system or steam, and why you might want to talk with steam support if they even care, then its not steam itself that do it. )

and thats why so few even know what this is about. ( i can say sure see the clues but with what cause this in the first place. )

if you are on any pesky site, even that is best guess or other things down this road is only OP know and we other gussing, problem with this is maybe not a steam issue and why they dont care, if you read between the lines here.

i could say if you dont get 1000 of steam user within next few days then you are alone and that system might be corrupted by something. ( i do this so you get it not because i want you to accpect my judgement , until someone figure it out, more well it dont fix itself and how long will you wait week month ½year. )

gl with what ever you try or might get other steam helper that might try with something.

im sure you know what off topic test pc is
DISM /Online /Cleanup-image /RestoreHealth
sfc /scannow
chkdsk ( per drive letter )

if that dont find anything then you are still in same problem, but with what.
