No. If your profile isn't private it's public. All anyone needs to view a public profile is a web browser and a url. You don't need a Steam account at all to view profiles.
Unless you go back in time, or can convince Valve to make a fundamental change that makes everything on Steam only viewable if you're logged in. Forget it.
Of course then, someone only has to make an alt account... so how do you figure you can have a profile that's public and private at the same time?
If the real problem is this person you know in any other enviorement (a discord group, or real life or whatever) and they are using the information on steam to mess with you then I suggest dealing with it on that other enviorement as Steam cannot do much about that. But if it´s just a steam user, trust me, this person will forget about you and move on to harass other people. Angry steam users stay angry to anyone, so they find new arch-nemesis all the time and forget about the old ones.
... I see the problem is not the other thread where you were rude for no reason. Glad when some users make it very clear they are the "blocking all communication" type, since it´s clear nothing they will ever say on the forums have any use.
