Unable to Sync error even in offline mode ?

WTH is this ? I want to play some single player that don't even have cloud feature yet steam warns me of cloud sync error. This never used to happen before once you go offline. Even in fallout 3 steam is giving me this error in offline mode & the funny thing is Fallout 3 doesn't even supports cloud saves.

Disabling cloud sync globally doesn't fixes the issue, i hate this pop up message every time i want to start a game & this is specially annoying when launching games via external launchers like Playntie or GOG.

Give these a try, see if they can fix the problem.

- Opt into Steam beta, if already in beta, opt out instead, and test.

- Redownload client, head to steam folder, delete everything except two things, the Steamapp folder, and steam.exe file, once done run steam.exe, and test.


If neither worked above, I need you to copy what in the app manifest file for Fallout 3, and paste it here.
Go to Steam folder > Steamapp folder, and you be looking for appmanifest_22370.acf open it with notepad, or any text editor, and copy all the stuff in it, and paste it here.

Tried both still encountering the same issue, how hard it is for steam to just shut up when i go in offline mode ? Its ridiculous that its even showing me notification of cloud BS even in offline mode & its hilarious when games like Fallout 3 show up with this error which don't even support Cloud saves. That's a shame that didn't work, also not sure what issue is exactly, or why it doing that for Fallout 3 for cloud sync.

Do you happen to use any 3rd party app that manages file and permission by chance? Or anything that hooks into Steam client, or used mods for Steam client?

Give this a check for step 3, 4, and 5.

Nope i just use external launchers like GOG or Playnite to launch the games which opens the games via steam client but both GOG and Playnite are not the issue because tried launching the game via shortcut created by steam itself and again the same problem in the offline mode. Previously at least disabling cloud globally from settings resolved this issue but now this issue is persisting even when steam cloud is disabled in the settings.

Ah thanks good to know im not the only one, yes i read myself in the previous update notes that steam fixed this issue but this issue still persists
