It may not be a Steam problem at all, just something you notice while Steam is running.
I dunno, try a different USB port. Try the switch on a different PC. Restart your PC, update chipset drivers etc.
Even if the issue only occurs while Steam is running as you say, Steam may not be the problem, it may just expose the issue for whatever reason. You'll have to do some more troubleshooting to resolve any underlying issues.
I did have some minor issues when I built a new PC in June, but I never traced the problem back to Steam and with a few updates and such things seemed to have smoothed over and it works consistently. Not sure if upgrading from Win10 to Win11 had anything to do with it, but I haven't had any issues since upgrading to Windows 11.
So out of curiosity what are your current system specs on the affected system?
But try to reinstall usb hub drivers to see if it does anything
You could also make sure in hub properties you turn off "allow the computer to turn of this device to save power"
These are generic for the usb in general so might not be your problem
